Anti-Piracy measurements

 

Flag Administrations recommends to all Ship-owners, operators and masters of vessels, to exercise extreme caution when operating or transiting the following areas and if necessary, increase the security conditions onboard to protect the vessel and crew:

 

  • Lagos to the creek of the Niger Delta
  • Gulf of Guinea
  • Persian Gulf
  • Strait of Hormuz
  • Gulf of Oman
  • Area near of Fujairah, UAE
  • Yemen
  • Suez Canal

 

Panama Flag Administration published three (3) Merchant Marine Notices (MMN-21-2020, MMN-01-2021 and MMN-02-2021) with recommendations and guidelines, considering recent publication of the militant coalition known as the Reformed Niger Delta Avengers (RNDA).

 

After the attack incidents occurred on June 13th, 2019, in 2020 and recently in January 2021, the Panama Administration strongly recommends to all Ship-owners, Operators and Masters of Panama Flagged vessels, to follow the applicable requirements, not limited to:

 

  • Undertake a new ship- and voyage-specific threat risk assessment before entering any region where there has been an incident, or the threat has changed.
  • Review of Ship´s Security Plan, as applicable
  • Vessels under the SOLAS V/19 regulation must comply with LRIT requirements and the AIS requirements.
  • Ensure strict boarding controls in place
  • Maintain a full and vigilant bridge watches; Note: at night, slow small boats with no wake are difficult to spot on radar.
  • Monitor relevant VHF and other communication channels
  • Raise the Security Level according to their SSP and to keep this Flag Administration informed of any situation in this regard to the following email: isps@amp.gob.pa
