Panama – New guidelines for training programs

The Panama Maritime Authority issued the Resolution ADM No. 517-2022, which modify the first article of the Resolution ADM No. 218-2020 that contains the Guidelines for the development of training courses and programs.

 

Resolution ADM No. 517-2022 contain the version 01 of twelve (12) guidelines as follow:

 

  • Survival Craft and Rescue Boats other than Fast Rescue Boats. (Regulation VI/2 Section A-VI/2, Table A-VI/2-1), with a minimum duration time of 31.5 hours. Version 01.
  • Ship Security Officers. (Regulation VI/5, Section A-VI/5, Table A-VI5), with a minimum duration time 20 hours. Version 01.
  • Advanced Training for Oil Tanker Cargo Operations. (Regulation V/1, Section A-V/1-1 and Table A-V/1-1-2), with a minimum duration time of 62 hours. Version 01.
  • Advanced Training in Chemical Tanker Cargo Operations. (Regulation V/1-1, Section A-V/1-1 and Table A-V/1-1-3), with a minimum d duration time of 62 hours. Version 01.
  • Advanced Training for Liquified Gas Tanker Cargo Operations. (Regulation V/1-2, Section A-V/1-2, Table A-V/1-2-2), with a minimum duration time of 61 hours. Version 01
  • Ratings Forming Part of a Navigational Watch. (Regulation II/4, Section A-II/4 and Table A-II/4), with a minimum duration time of 40 hours. Version 01.
  • Ratings Forming Part of an Engineering Watch. (Regulation III/4, Section A-III/4 and Table A-III/4), with a minimum duration time of 95 hours. Version 01.
  • Able Seafarer Deck. (Regulation II/5, Section A-II/5, Table A-II/5), with a minimum duration time d of 382 hours. Version 01.
  • Able Seafarer Engine in a manned engine-room or designated to perform duties in a periodically unmanned engine-room. (Regulation III/5, Section A-III/5, Table A-III/5), with a minimum duration time of 222 hours. Version 01.
  • Masters and Chief Mates on Ships of 500 gross tonnage or more. (Regulation II/2, Section A-II/2 and Table A-II), with a minimum duration time of 140 hours. Version 01.
  • Chief Engineer Officers and Second Engineer Officers on Ships Powered by main propulsion machinery of 3,000 kW propulsion power or more. (Regulation III/2, Section A-III/2, Table A-III/2), with a minimum duration time of 140 hours. Version 01.
  • Electro-technical Ratings. (Regulation III/7, Section A-III/7 and Table A-III/7): Approved seagoing service not less six (6) months on a ship powered by main propulsion machinery of 750 kW propulsion power or more.

 

Main amendments are related to the seagoing service that is an integral part of the approved training programs and its records.

 

New guidelines entered into force from 19 September 2023, applicable to all the training centers approved by Panama.
