Panama – Authorization as brokers of services of technical documentation of the seafarers

The Panama Maritime Authority issued the Circular No. DGGM-026 related to the Resolution J.D. No. 070-2021, Resolution ADM No. 252-2021 and Resolution ADM No. 564-2022, to regulate the authorization as brokers of technical documentation for seafarers.

The persons or companies authorized as brokers will be responsible for the verification of the veracity and authenticity of the documentation submitted in the applications and shall comply with the applicable requirements.

Implications

• MTCC maintain its authorization as Broker of services of technical documentation of the seafarers.
• Resolution ADM No. 564-2022 include a new Article Twenty First of the Resolution ADM No. 252-2021, to regulate the natural person authorized by an applicant to manage the request for the process of the technical documentation for seafarers.  Natural person may only submit applications for a maximum of three (3) natural person in a period of one (1) year.
• The provisions of the Resolution ADM No. 564-2022 will be applied from April 30^th, 2023.
