New definition for “high-voltage”
Background
There are references to “high-voltage” in the Seafarer´s Training, certification and watchkeeping Convention (STCW Convention) without a specific definition of the term.
The Resolution MSC.486(103) includes a new definition of “high-voltage”: means an alternating current (AC) or direct current (DC) voltage in excess of 1,000 volts.
Implication
In new definition will apply in each instance of the STCW Convention where the terminology is used, from 1 January 2023.

Inclusion of electro-technical officers in the definition of “operational level”
Background
In 2010, the STCW 1978 Convention, as amended, adopted some new provisions in line with the new technological and operational developments on ships that required new competencies. New requirements for certification of electro-technical officers were included.
The functions in the standards of competence for electro-technical officers are provided at operational level, but the definition of the term operational level did not include electro-technical officers. This amendment adopted by the Resolution MSC.487(103) includes electro-technical officers in the definition of “operational level” and clarifies their responsibilities.
Implications
Electro-technical officers will be considered as being responsible at the operational level. Applies to all ships carrying electro-technical officers from 1 January 2023.
