Marine Training and Certification Centre Inc. (MTCC)
MTCC Branches have been authorized by the Panama Maritime Authority to conduct the Assessment of Competences, regulated by the Resolution ADM No. 157-2018.
The approved regulation governs the upgrading procedure to the immediate superior Capacity, of a foreign Deck or Engine Officer, owning a Certificate of Competence (CoC) issued by the Panama Maritime Authority, through the application of the Evaluation of Competence, in accordance with the STCW Convention 1978, as amended.
The purpose of the assessment of competence is to measure the level of competence of an applicant for the Upgrading, according to the criteria required for the corresponding Capacity, in relation to the functions, duties, tasks and responsibilities to be performed on board a vessel, in compliance with the minimum standards of the 1978 STCW Convention, as amended, and the current and applicable national standards.
